Well, basicly you can use any kind of drawing program, but i recommend PSP. There's a tutorial about making tilesets somewhere...

http://tc101.nagcentral.com - all you need for tilesets.

Correct Newspaz, but don't try using any of that XP stuff. Cheap imitation software if I ever did see it. ;) <Just kidding of course>
