Let's tell you info about these legends:
Kyogre is a water-type but can learn a lot of powerful move, and its status are really high, it can beat its weak of Electric with Earthquake, etc.
Groudon is a ground-type but can learn a lot of powerful move, and beat it weakness with a lot of powerful move, electric, grass (Solarbeam is the only one) and more

This will be CTF level, with a tileset made by me, Groudon is red, Kyogre is blue, so that exactly match CTF, the tileset will be....Oh yes! I just hope you enjoy this, folks! :D Well, until this CTF is released you may talk anything what you freakin' want about this CTF level, go ahead, you may also come with suggetions and comments, most of the weapons near Groudon will be Flamthrower (don't remember the name 100%) and near Kyogre freezer weapon, since Groudon can do a lot of fire moves and Kyogre lot of ice moves! Well, you may enjoy it and wait in long time, then this level will be out will I delete this thread, so talk about this until then folks, go ahead!

It's deposted of how skilled the rabbit is, the red team will be Groudon, Blue will be Kyogre, so it's deposted of how skilled the rabbit is!

That's not true. A Kyogre is more of a lightning rod than a legend as you pretend.
When Kyogre is send into battle, its Drizzle will immidately cause rain to pour down, increases Thunder's accuracy to 96.3%. That and the bonuses recieved are alone horrific:
120 base power + 50% STAB + 100% Weakness = 300 power!
Now caculate that with something like the special attack power of a Pikachu carrying a Light Ball (doubles Special Attack).

Toaster / flamethrower weapons are much more powerful / useful than the freezer / ice weapons, so it would be quite imbalanced. Maybe you could give the blue side something like bouncers, because they're blue.

Indeed, as it is, the level is imbalanced. I personally would either go with LRK's suggestion (a bit of a shame, since I do like the level's concept in prinicple, but it wouldn't work in practice) or forgo the elemental based weapons altogether.

I think that you could give bouncers with the freezers, and say that the bouncers are filled with water.
Also, you could have coins scattered throughout the level. If you have enough coins, you could get a fire shield if you're red, or a bubble (water) shield if you're blue. It's quite simple to do.

I don't understand why Reptile cannot believe TBM. You obviously don't understand autism and how different kinds of autism exist (some cases are more serious than others). And btw, do read Jelze's article, which I linked. I don't think you did that, Reptile and even if you don't believe him, don't call him, or imply that he is, a liar.
@BTM: Sry, Wisety doesn't make tilesets anymore, afaik. I also don't think that no-one will make a Pokemon tileset. Do it yourself or... use an existing Pokemon tileset. Get started with your lvl already. :D

you could use blue flames for kyogre but that also would be lame. Indeed the bouncers are the best you can do becose flames realy are better than ice.
Maybe you can make kyorge's base in the sea by using the water? Would be cool. In that case you CAN use the freezer! Becose fire dont work in the see. Than the groudon players defend there place with fire and kyogre attacks with ice in both area's (but it is weaker than fire). Will be cool! Try doing that!

As suggested, I would use bouncers and toasters ;) And water for the Kyogre base and just land for Groudon. Maybe in the bg behind the base you can put a shape of Groudon at red base and a shape of Kyogre at blue base?
