That's because they are walking fat Turtles and has red eyes, so does this enemy.

Not really...tuf turtles are soooo much slower. I'm such this is just a coincidence. They remind me more of the Terminators (like in JJ1).

I wouldn't call the Ninja Turtles "fat" (even though they eat a lot of pizza), nor the Tuff Turtle. They're both... muscle-bound, the one more than the other. They both have empty eyes, with no pupil and iris. However, the Ninja Turtles have masks (their eyes have a pupil when they put the masks off and they're white btw), the Tuff Turtles' eyes are (somewhat) natural, they're evil, pumped by steroids :P

Actually my freinds said that Jazz 2 ripped off TMNT because Tuf Turtles looked liked them, and Jazz Center had the Tuf Boss listed as Ninja Turtle.

Actually the only "real" ninja turtle in the game is Devan Shell himself. :P But why he ain't one now and all that is explained in the comic that came with the first game.

Hmm. Actually, now you mention it, yes. Albeit a warped Ninja Turtle, but basically all semi-human turtles make me think of Teenage Mutant Ninja Turtles. But apparently that's just me.
