I'm making a level with rain in the foreground. It moves in the right direction, but in the game when I run toward it, itloes down and when and when a I run in the same direction as it, it speeds up.

That's the trouble with automatic scrolling layers: they're static, meaning that the actual layer doesn't move when you move, they only move automatically; that's how that illusion you described is created. It's unavoidable, and can't be fixed.
There is a way around it thankfully. All you need to do is make an animation of the rain falling, and put it in the level normally. That way you won't need an automatic scrolling layer.

Thanks, but the animation is a little choppy that way, but it's hard to notice either way with the fog I added

In 1.23 I can do rain which is not static. You move right and it moves left faster. You move left and it moves right faster. Fall, and you go faster than the rain. Jump, and you are slower than the rain.

It just looks like that. In reality the speed of the layer is not changing at all, and just looks like that because of an optical illusion. To avoid that, just make the automatic speed of the layer really fast. The illusion will still occur, but it will be harder to notice.
