Run JJ2.
Open Project Controller 4. (or download it here (http://www.jazz2online.com/J2Ov2/downloads/info.php?levelID=1334) if you don't have it yet)
Go to Tools -> Version Change.
Change your version to 1.23.

Jazz2 just isn't very active last years. Start your own server (if your router and ports are installed correctly) or wait for the evening (GMT+1), that's the most active time.
