Okay i'm planning on drawing a number of cartoon strips including my character The Baron Of Evil and Maybe some cameos of jazz2 characters (if it's okay to do that, that is), along with extras including The Baron's 2nd in command and brother Vhudlex (scrabble name) and The Baron's hated sister.
I have already completed some concept art of the Baron and I hope to draw some Chibi art of The Baron and the Jazz2 characters (if it's ok)

Sorry, I might have misread your post. Did you mean the characters from Jazz 2 (Jazz, Spaz, Lori), or the posters here?

It's okay to use someone else's characters as long as you aren't claiming they are your own or selling them/something that uses them for profit. The exception being parodies, where you CAN sell something that uses them.

But all in all I think you're in the clear.

The copyright laws are really complicated, but as long as you don't do something potentially evil (in Epic's minds) you should be in the clear.

Due to bad things (homewise) I cannot do this Good Thing. Hopefully I could put up some concept art, and I hope to write a story. Stay tuned.

No. Something that potentially swindles money from properties they own. Case in point: Lawyers jumped all over a Gears of War doll they thought the creator was selling it (Epic's lawyers don't like to read apparently).

I'm sorry, but I'm getting sick of this "EPIC IS EVIL" or "EPIC WILL SHUT YOU DOWN BECAUSE YOU LOOKED AT THEM WRONG" mentality people seem to have.

also, The Baron is REALLY hard to replicate from my original, it looks awsome though, i'm just trying to find Dad's Scanner so I can do things to the pic. on Ability Photopaint. I have no money! I can't buy Photoshop!

I can't get the scanner:
1. Don't know where in the attic it is
2. the attic's too cold in winter and too hot in summer
3. I have exams REALLY soon
4. my Dad knows where it is, but he's on a police course until saturday.
