..So I'm planning to come up with a new JJ2 website, mainly intended for the more active players. The website would most likely feature news and articles about clans, players, tournaments and levels. I'd be willing to use JazzJackrabbit.net if Nimrod agrees to redirect it.

What I'm looking for:

Programmers (PHP knowledge)
People with writing skills*
Web designers?
Moderators?

* = must be active and involved in the JJ2 "online scene"

If I magically get weeks of free time and finish my giant list of other things I'm supposed to make before I magically get weeks of free time, I could probably do some web designing or PHP. As it is quite unlikely given my current life that I find time to do this, I'll just offer to give advice on both subjects, might you need it (unlikely) :P

And there many CMSes that are overkill for the purpose of making a news/articles site. Try and find a light-weight one, perhaps even one that will need some additional coding to put to work. If you want to code from scratch, please do use a framework to make things easier on you. I kind of like Code Igniter myself, I've been using it for a new JCSRef and it makes coding a content management site just that more easy. In fact, if you haven't found a CMS or a coder in a while, I'm willing to share the JCSRef code since both sites probably have a lot of the same needs. (I'd be willing to share it now but there's not much to share yet as things are still in progress).

Focus on coders/CMS for now, though.
