Automatic upload

Say that I want a file to be uploaded to a FTP server or a webpage of any kind.
And it should be done automatically ones per day. How do I do that?

In Mac OS X, I'd use Automator to do that, so I'm guessing that in Windows you'd probably want to create a batch file and somehow have it run on a schedule. I'm sure Windows has this functionality, but I couldn't tell you how to access it.

Windows Task Scheduler allows you to run command-line based tasks... I think.
