Did you use Tilesetpal (http://www.jazz2online.com/J2Ov2/downloads/info.php?levelID=3723)? A screwup with the pallete while building it might be the cause.

Do you know how to use the palette merger? I found that after I load the pallete to be used in the merger, I have to select those colors and tell tilesetpal to "Not Change" those Colors.
