It only works in local splitscreen multiplayer.

That said, if it works in Local Splitscreen, couldn't there be a way to implement it in other gamemodes like SP and MP internet games?

Technically it should be possible, but it would most likely require a program to be run client-side (ie jj2+), which makes it impractical for now. I also suspect it would create a few other problems, due to how buggy this feature sometimes is in offline play.
