You have swapped registry folders with keys ("TCPAckFrequency" should be in "Interfaces" folder and vice versa). These tweaks are good ony for games - they (slightly) decrease performace of file transfers. Instead changing these values manually in registry, use SG TCP Optimizer (http://www.speedguide.net/downloads.php) tool - firstly apply Optimal settings, later go to advanced => "Disable Nagle's algorithm" => 1,1,n/a and restart.
