Jazz Jackrabbit 3 Design Docs?

So recently an anonymous editor posted a link on the Fandom wiki to what appears to be a design document of Jazz Jackrabbit 3:

This is a .doc file, and the link is from a Unreal Tournament clan server. Can anyone confirm if this document is official?

As far as I know, these are legit.
