Theres a big list of MCE's at Haze's Hideout, and the only place to get the jazz2 palette was tileset 101, but it's not working anymore. Ask ICE MAN

Overlord's page is the best out there, and for the pallette browse through the jcs help thing.
You don't want megawarp, it's for lofty cheaters only.

I prefer if you downloaded Ultrawarp and warp around with that. It has a good 30s lasting version. Just enough time to "unstuck" yourself with it. O yea. It needs a code to run... I need to give keygen to some ppl I trust.

The official Jazz2 palette is available from the included JCS helpfile. Just browse through it until you hit a section with a mini-tutorial (starring our beloved Dean Dodrill). There should be a link there to a palette you can save to your drive and use in e.g. PSP.
For those willing I'll post up a tileset template including the most basic tiles (e.g. destructable blocks, signs) with the standard template. Upon request only. :)

As for coloring pixels in PSP, select your paintbrush-tool. From the tool options-box, select (if not selected) the most left tab (showing tool icon, in this case a paintbrush). I use these values (I think, doing this from raw memory):
Shape: Round
Size: 1
Hardness:100
Opacity: 100
Step: 1
Density: 100
If necessary, uncheck the build-up option. And if using a pressure sensitive input device (e.g. Wacom tablet) make sure that on the last tab of all pressure sensitive options are deselected.

Have phun tilesetting! ;)

Okie dokie.....

Haze, a "template" was already posted on J2O. It had all the destructable blocks except ? and 1*, the Text and Exit signs and the poles. Of course, it only had blocks in one color, so you're free to improve.

SCE's are events witn a generator that make special effects like MCE's. The difference is that you need 3 events for a MCE and only one event for a SCE...
