I don't think you are able to set up a special palette in Paint.

Paint can't make palettes, you have to use PSP7, palette suit, or another program that includes palette editing.

Yes it can, if you have the old version that comes with windows 3.1, 3.11 and some Windows 95 computers, and that version also let you make simple textures, I want to get it again:p

The old 3.1 paint was far worse than the paint of today. Even if the textures actually worked, it still wouldn't be worth using.

Go for it, install paint from windows 3.1, for make palettes.
I wouldn't even suggest that Roseta.
