When you go to "New Game", then "Party Mode", does it give you a choice of "Local Splitscreen", "Internet Play", "TCP/IP", and "IPX"? If it does, you need to select "Internet Play". You will also need to get the list server patch.
If you don't have those options, I don't know what the problem would be.

If it came with a PC...it's probably the OEM version.

You'll have to purchase the actual non-OEM Jazz 2 version to be able to get online capability (you're one of the few who actually still has the OEM version.) And this needs to be moved to Technical Help.

I recommend you save that OEM very well! Someone over here, like me, would probably want to offer money for it sometime;).

No, you have to use money to purchase the full version. Keep your current version though, because it may eventually be worth some money. OEM means it shipped with your computer.

It is a version that not many people have and that lots of people would like to have.

Yes. OEM is rather rare and valuable, but that doesn't mean it's better. People want it more for studying then anything else. So if you want internet play, I think you'll have to buy a normal version. Sorry.
Wrong forum, by the way.
