Get some decent image editing tool (not MSPaint), draw your tileset in 256 colours (there's a stencil in the JCS help files) then compile it to .j2t.

Look, we can't just tell you everything. If you need help there is always a JCS Help File, search carefuly through there and you will find a Tileset Making Tutorial.

JCS Help -> Tile Set Properties -> Creating a tileset mini-manual. Download stencil.pcx from there.

Fool-proof guide to getting the grid thingy

Click twice fast on the JCS icon with the left mouse button. Wait to load. See those bits of text at the top? Click with the left mouse button on Help. A menu should appear. Click with the left mouse button on Contents. Another window should appear containing some text, some of which is underlined and in blue. Click with the left mouse button on the bit of text underlined and in blue called Tile Set Properties (the eleventh one from the top). The window should change into another window. There should be an image at the top and some more text and blue underlined text. Click with the left mouse button on the topmost bit of blue underlined text called Creating a Tilseset Mini-manual. There you should see some more text, a big 1, then some slightly smaller text, then a big blue gridified image. Bellow the image there are some small words. Click with the left mouse button on the small word Stencil.pcx. A box should appear. Click with the left mouse button on one of the buttons which should save it to your computer.
