Here are my ideas for tilesets that I want to make:

Mine of the lost Canyons Day/Night - Rocky desert that has a mine with crystals, lava, mine carts, ect.
Aquatica - Underwater tileset with a base and lots of eyecandy.
Clock Factory - Mechanical stuff, conveyor belts, anything in a clock.

The problem is that I can't decide which one to make (or start it for that matter). I would really appreciate some advice.

Aquatica. But put some stuff from Clock Factory in it, as well.

You obviously like the idea to the underwater one, but you havent put enough thought into it, so make the other one first

Clock Factory will be a pain to make if you wanna have it good, if not itll look juts like any other techie tileset out there. You also dont know a lotta stuff to make inside it, and believe me, gears are herder to make than it seems :p

If I were you, I would do the aquatica one first, just because it sounds less complicated. Think of the detail levels required for an underwater level, as opposed to crystal caves or clockwork. As you finish a tileset, you learn new techniques and get new ideas to put into your future sets. Therefore, since I think the clockwork and caves are more "advanced" tilesets, you should save them until last, so that you'll do the best possible job on them.

Of course, you could always work on more than one at the same time, too!

It doesn't matter. Just spend a lot of time on them. Or whatever it takes to make them good :P
