gg no re is a term or a catchphrase that's usually used by members of the TF (Total Freaks) clan to indicate they just "pwned" (beaten) someone in a discussion, made a good point, support someone else, support an idea or like something. It's a series of shortened words, and it officially means "Good Game, No Rematch".
It was probably "invented" by Unhit, the leader of the Total Freaks clan, by posting an image showing Darth Vader (one of the main characters in the Star Wars movies) surrounded by a few soldiers, looking at lots of dead soldiers lying on the ground. Darth Vader says "0wned" while the soldiers all use lame excuses for their defeat like "lag ffs" or "bad server". This picture was accompanied by Unhit saying "gg no re". The purpose of this picture was probably to indicate someone got "pwned". Instead of "gg no re", you might see someone just using "gg". This means the same.
gg no re is the official motto of TF and their mascot is called "gg".
