I don't think the leader Cloud has any public e-mail addresses, neither has Leaf. And no TECs use ICQ AFAIK.
I know the MSN/email of the War Arranger/GameLeader, Jolt though.

I don't have Snail's, Shell's or Fighter's MSN, you see, I'm not that close to TEC anymore as I used to be.
You can always try to find any TECs on JJ2 though.
It's best to get in contact with Jolt. A problem is that he's not that often on MSN because he has to share his computer with Bolt, but you can always leave him a e-mail or PM.
