EDIT:
palette entry 115 IS used afterall. It's a bright colour (almost white), used for the flash the bumpers get when you hit them.

Outside Piece:
12 Palette Entries (128-139)

All of these entries are gradients. The lightest colour starts at the lowest entry and the darkest colour at the last entry (for example 128-139 would be a gradient where entry 128 was lightest colour and entry 139 was darkest).

I also did some checks on the colour FF, and I can tell you now it will never work. Why? because of the way the fur colours work. The entry you give the registry is the first out of a gradient of 8 colours. Because FF is the last colour in the palette, the other 7 colours that are supposed to follow it dont exist and will be pure black instead. In 8-bit fur colours for entries like that go totally bezerk and turn into all sorts of colours. Don't ask me how that works, cuz I dont have a clue
