One is never too young to go to a con. Most cons do have adults-only rooms and such, but security is pretty tight. Minors mostly get special badges to indicate they are not yet at legal age for certain things and to enter any rooms one has to wear their badge.
I myself have been in the fandom... all my live, it's just that I realized what it was a few years ago.
