You can't just ask for "help". PHP\Perl people would be glad to help (including me), but you need to tell us how we can help. If you have specific questions, ask them, or if you're having problems, describe them.
If you're just looking for a PHP or Perl primer, there are thousands of tutorials and references out there ( http://www.google.com). And most likely the software package you want to install has detailed instructions which even a non-programmer can follow easily. I would recommend just trying to install it by following the instructions, and then ask here or on a more relevant message board if you run into problems.
