Yes.
Instead of exaggerating, please include relevant information. What operating system are you using? What is your indication of low system resources (what is telling you this?) How many resources do you have in total (like what is your CPU speed, memory, etc?)
In any case, the only way to free system resources is to close unnecessary programs. First close off everything in the system tray that you don't need, and if that doesn't help, do a Ctrl+Alt+Delete and kill processes\programs that you don't need. If you want this stuff to stop coming back when you reboot, run the program "msconfig" and disable the ones you don't like.
I would also recommend Ad-aware (get it at http://www.lavasoftusa.com) to get rid of some hidden programs. Often these programs (called adware or spyware) take up resources, and they're bad in many other ways too.
