No, none of this will likely happen for Jazz2, but these idea posts are usually great for future developers. They typically contain several good ideas for making games or editors better. For example:

There is no reason I can see why these transformations should not be possible. They would add a great deal of value.
More layers should be provided. I've had to change design plans because of too few layers many times.

Compatibility is a big issue. Any and all game/editor design should always be backward compatible and be desinged with the future in mind.

Using more than one tileset in a single level could prove extremely useful. Instead of seeing Jazz's action blocks and backgrounds placed in every level, we would see a separate tileset to be included only by those who intend to use them. It would make for much more varied and dynamic levels.
The game should be designed with the anticipation of success--hence, the addition of new playing modes and ideas. Jazz2 would have to be completely redesigned if they wanted to add more than just a few events, as it was designed with a limit of 256. Also, mode-specific events are very useful. (i.e. team warps/triggers)
