The first part is not always completely true. Some levelmakers (the vast minority, maybe 5%) make great first levels. Some just make so-so ones (maybe 15%). The remaining 80%, however, generally do not make very good levels. With practice, those 80%-ers can greatly increase their skill and make really good levels. It is a matter of dedication. Making a bad level for your first level is not a bad thing; however, acting like everyone should rate higher just because you are new and then still taking that view on the forth or fifth uploaded level is simply resting on the fact that the levelmaker is new. They can not continue using this "I'm new excuse" and most that use this are not actually that dedicated and end up not improving. That way, most of the people who are dedicated to making levels eventually improve a lot and those that aren't do not. There are plenty of exceptions, but this is often what happens.
