Actually, Secret was/is NOT a girl, however, in that particular scene, he was trying to take on an evil endangered panda named Won Ton(WITHOUT hurting him, since it's illegal to hurt an endangered species.) and Morocco suggested that Won Ton might just need a girlfreind...
...Hence, Secret dressing up as a female panda(Didn't really look all that good, and as you can guess, it didn't work.). Morocco then makes the "Attagirl" crack.
