There's a simple way to change Jazz from being black, but you should prolly do it at the end. What ya do is, when you're building the tileset, have it so that it remaps it. You should lose a ton of quality in this, but don't worry. Make a stupid level with a bunch of you tiles, and take a screen shot. Load the screen shot in PSP, and then save a pallet from the screen shot. THEN, go to your tileset, and load the pallet into the tileset thing. This is better than remapping.
Although that, too, can degrade quality (of course). Have fun.
Oh yeah, for black colors, just get a dark blue or brown, like as has been said already. Blue is the best, in my opinion. Also, for a note, try to stay away from orange and grey colors.
