What Mono said. Windows 98 is about as stable as a drunk guy on a ledge. And Windows ME sucks the big one.
You should be able to keep Windows 98 stable for a little while with a fresh install, and if you don't install a bunch of junk programs. Don't bother trying to stabilise Windows ME.
Just stick with XP. 
Oh and btw, nice rig. Beats mine in almost all areas except for the video card.
