Let's look at this mathematically. Say that W symbolizes what you want to be done. The first sentence translates to W = B + R. The 2nd has the phrase "at least", translating to W > B. W = B + R and W > B can both be valid using the same variable values.
I'm a programmer, everything translates to math before it reaches my brain.
