As for an idea for a new JJ2 site, another downloads archive at this point in time is not a decent incentive to visit a new site. However, I will not let this post go to waste, so I do have an idea in mind for you.
Create a special episode that gets a level addition weekly or bi-weekly. In other words, for the release during the first week, you need to start out with two to three levels. These levels should propel JJ2 fans into a very deep story to begin with. Since the story is ongoing and always incomplete (similar to how a show is "to be continued" on television and receives a new episode the following week), users will be drawn to your site, given that it has enough content otherwise. By "enough content", I mean that you could have detailed parts of the storyline on the website, similar to a fanfiction. If you have some artistic talent, you can create images or even comics pertaining to the story. If need be, you could even recruit other people to help you with something like this. If you can get the content up effectively and advertise it to the community well enough, you have an idea that has been carried out well. Once you get the hang of this, you can do multiple stories per week; either that, or you could have a group of people that do weekly stories, and have forums for discussion.
If you want a good example of a story done through JJ2, download "Another Story", by Stripe, on J2O. I strongly encourage you to do something like this. Either that, or someone might come along and pick up the idea; then you can join whatever group he or she forms, if he or she forms a group of some sort. Rather than having a downloads archive that will probably be in the shadows, you should aim for an original and creative archive of your own levels that will not be overlooked. I am not sure if you like to make your own stories, but this is an idea just being thrown up in the air that you might be interested in. Good luck with whatever you do.
