Well there's probably some program trying to run something when you start up.
Go to Start->Run and run "msconfig". Now check through the startup items (last tab). Find whatever is using DLLCMD32.exe and uncheck it. This won't hurt your computer because nothing critical is ever started up in there, and it isn't working right now anyways.
