Actually, Radium did decide. Upper Placespot was a part of a space station that broke off. The man repairing it was holding a Bookmark of Eternity and got toasted in Earth's atmospere. When the last of his ashes fell from the bookmark, it stopped, leaving the large platform suspended in the sky. So they built a shopping center on it.
