You want funding for a new Jazz game? How does this sound... find an animation company looking to make an easy-sell cartoon. Point out the popularity of the Sonic X show, and then show them Jazz Jackrabbit, and convince them that basing a show on these characters is a good idea. It wouldn't be hard at all to make a decent show out of it. Now get the show on TV in a good timeslot, and watch the money come in. Even if the show was only barely successful, I can guarantee you some publisher will want to sell a new game...

...but that's SO not going to happen.
