Hmm, I can't tell if that's sarcasm or not.
Anyway, the problem seems to be that there is a stairwell in the middle of the room. People tend to fall down it. Clearly, the only logical solution is to move everybody downstairs. Falling up stairs is much less of a threat, unless you're in China. I've always wondered how the Chinese managed to live while hanging onto the bottom of the world.
