A nanosecond is too slow. You need to do it in a fraction of a nanosecond. And, before you say it, you can't. To do it you would need the reaction times to do stuff like catch bullets and dodge lasers, the speed to outrun said bullets and get to the owners of said lasers before they fire, and the resistance to be able to withstand catching on fire from air resistance and surviving your own sonic booms. And then you need to take into account the time it takes to go through a portal. If you could do all that, I do not see why you are not attacking million upon millions of times per turn.
