The Cyber Lords are the lords of hackers, programmers, and artificial intelligences. There are about 10 of them, and they all have followings. Niz is the best hacker of them, second only to Fia'onn, the greatest of all the Cyber Lords and their unnofficial leader.
Also, since no matter how amazing X-I is, she is still an AI. One thing AIs cannot change without outside help is their deepest core, and therefore if that core is not programmed well enough it provides a back-door, and gives a hacker a chance to totally take over the AI. Even though, no doubt, that core is well programmed, I already stated that Niz is an excellent hacker.
