I *did* warn you about drivers from windows update... 
Try a reinstall of the latest version of DirectX. If you can, test with a diffreent monitor see if that makes the problem go away. If you've added any new hardware recently, then try uninstalling and removing that. If that doesn't work, then my suggestion would be to get a new graphics card (the model you've got is a rather old one I think).
