Actually, it's counting it as 556 visible characters. I added debug text at the top of the edit signature script so you can see this yourself. What's happening is it's including the URLs in the BB code [url] tags. Try using HTML <a> tags instead and see what happens. I'll fix this to not include the data inside BB code, but I don't have time right now.
