It does, but nothing like how WinNT uses them. (remember: to MS, device drivers are services).
Then again, if you're really badly hit then something will have probably buried itself in the LSP stack. The recommended treatment for that usually involves a dose of fdisk, and a Win98 install CD. Immediately install a firewall to prevent any relapses. Treat the patient carefully over the next 48 hours, applying the various patches as needed to ensure a full recovery and future immunity. Keep under close observation for the following week, especially when trying anything new. Ensure you are up to date with all vaccinations (antivirus) and injections of patches.
