One method is to first sketch lightly in pencil, ink over the lines, and then erase the pencil. That can sometimes look messy though. Another, cleaner, method is to get a good dark outline on your sketch, and then trace that outline on to another sheet of paper.

Also, a nice method for drawing smooth lines on the computer is to use a bunch of short line segments. This is easy to do in GIMP because you can just hold down shift with the paint brush and click on points along your outline. (I forgot to do this on this drawing, so as you can see my lines are kind of bumpy and uneven.)
