It's just that ppl are very busy creating their own lvls or minding their own business. They don't feel like reviewing because it takes up too much time and short, undetailed reviews are no longer allowed (I used to say stuff like "Don't expect me to write a proper review on a Saturday" and then rate a lvl 7.5 ) on J2o. Ppl must be patient for their ratings these days.
