Typically, whether people are playng will depend on several factors, such as:
How long the people in the server have played JJ2 (we tend to stagnate with time).
How long the level has been around (they tend to stagnate with time).
How good the level is.

If you ever see a server called "Survivor", the people in them are almost always playing. It's some sort of weird golden rule.
