Actually, JJ3 does technically have a level editor with UnrealED, but that's not exactly easy to learn well.

As for there being lots of new versions if the source code was released - hopefully this would not happen. The way it would be hopefully done is that the source code is only released to the capable hands of the 1.25 official coding team. Or something like that.
