Go find the area ID event. Forget about the parameter. Just leave it at zero. Then surround the boss with area ID events. Make the layer of events around him thick, especially on the top-left. I have seen him escape through them before. After that, just make a trail of area id events, kind of like you would with a sucker tube. The turtle will follow the trail events until he gets to the end, when he will just stop.
