Lies. Dr. Ivo Robotnik was the original idea for a star of the now Sonic The Hedgehog games. But, he wasn't good enough for the intended audience so they kept him as the villian.
On a more on topic note, a good idea for a future Jazz would be just as EnergyClock mentioned, except with some more use of the 3D, like bonus stages and such.
