Another issue that makes the Demo illegal, is that it's not a real public demo at all! It's a so-called Publisher's Test demo, used to show elements of the game to publishers who may become interested in releasing it. It was never meant for public release, because the game was never finished.

Also, the game itself was being worked on in the creators' spare time and with their own money, Epic wasn't financing it. At the last moment, the demo was compiled and shown to the publishers of JJ2, G.O.D. games and Project 2 Interactive. G.O.D. wasn't interested because with JJ2 they lost money (they would go bankrupt a few years later), and Project 2 Interactive had already gone bankrupt. So the project came to a nasty end.

Also, JJ3 is an outdated game by today's standards, so it's not that appealing for release.
