I would say yes. While other smilies may still add value, they wouldn't have the same sense of pride or sentimentality that community-created ones would have. Rather than "just another smilie", they would be "a smilie that ___ created". Compare this to the forum themes. We have the standard vBulletin theme, but all the others were created by community members.
A Fooruman smilie, for example, has a lot of significance to a lot of people because the Fooruman character is so well-known in the community. Though FQuist might dismiss it with subjunctive antiquities, it may be just the kind of smilie that the JCF needs.
(If the creator of that Fooruman image gives permission, I will add it, though a more smilie-like version might be better).
