Often these people are treated poorly in the first place, and they only start acting in an unwanted or inappropriate way after they are provoked. In fact, provoking users is often done on purpose by people who want to see their reactions. And it just happens that their reactions involve unwanted behaviour. In real life this is called bullying. It's analogous to taunting the kid until he hits you in front of the teacher. Except in #jj2 it's often the teachers doing the taunting.
