Using all 32 teams woud be useless, because 32-team CTF would be equal to 32-player battle. You would need hundreds of players for there to be lots of people on each team, and JJ2 can't support that.

However, there is still the possibility of 3 to 8 teams, which would be kinda fun, if someone ever made a gametype suitable for so many teams.
