You can always try to make CTF, treasure, or race levels since JJ2 is more than just battle and hotel games. Trying to make a level like Monopoly takes a lot of effort and people won't want to play in it often anyway. IMO, it's better to go with simple gametypes where you can offer more variety instead of the occasional hotel which has to be hosted often primarily by its creator.

Also, the Battle Server probably just had some temporary down time, but most people seem to enjoy it.
